RICH TOWNSHIP HIGH SCHOOL DISTRICT 227

SPECIAL MEETING OF THE BOARD

AUGUST 22, 2008

The Board of Education of Rich Township High School District 227 met on August 22, 2008, in the Board Room at the District Administrative Center, Olympia Fields, Illinois.

Mr. Brunson called the meeting to order at 5:00 p.m.

Present: Brookins, Brunson, Imoukhuede, Moten Norwood, Owens

Absent: Upshaw

Also Present: Mr. Hunigan, Mrs. Treichel, Mrs. High, Ms. Waite, Ms. Varnado, Sydney, Bettie and Chaz Milligan, Mr. Young, Mr. Rainey

Mr. Hunigan presented the preliminary results of the Prairie State Achievement Exam scores.  He noted that Dr. Leak will be going into more detail at the September Board meeting.  The administration is also considering having some other community meetings to talk about the PSAE scores.  Mr. Hunigan noted that, overall, the District has met its goal of an increase of 8% in scores throughout the District, and, in fact, had an increase of 8.7% district wide, making safe harbor.  Rich East and Rich Central made higher gains, but Rich South’s scores either remained the same or decreased.

Mr. Hunigan reported that 65% of high school districts did not make Adequate Yearly Progress.  The Intermediate Service Center #4, which handles six of the surrounding school districts, noted that only one of the six made Adequate Yearly Progress.

Mr. Hunigan stated that the administration is planning special recognition with the Board for students who had an ACT score of 22 and above.

Mr. Hunigan informed the Board that, in the major presentation, they would be hearing about specific changes that were made to get our District where it is.  He noted that other districts are interested in hearing some of the things our District has done to improve its test scores.

To make AYP, next year our District needs to have 70% of its Junior students taking the PSAE meet or exceed expectations.

Mrs. Owens asked that the Board get a report on the increase in scores on the ACT.

Mr. Hunigan responded that the Board will receive a report.  He noted that Rich Central had students with 33 or 34 on the test.

Mrs. Brookins added that the Board and administration have been working very hard to improve the test scores.  She stated she hoped Dr. Leak will share with everyone everything that has been done.

Mr. Brunson stated that it is important to note that things like this just don’t happen overnight.  Dr. Leak is in her third year as a District administrator and Mr. Hunigan is in his fourth year.  This has been outstanding improvement.  The District is on the right track now.  Mr. Brunson also noted that he had no doubt the District will continue to improve.

Mrs. Norwood added that staffing is the key to improvement.  The District needs to honor its students and teachers.

Mr. Hunigan responded that things have already been started at the schools.  Mr. Rainey described some of the plans that Rich Central has made to recognize its staff and students.

Mrs. Brookins noted that climate is critical.  She thanked the schools for recognizing the seniors.

Mrs. Owens added that it is not just about test scores.  The District needs to set the bar much higher for all students so that no matter who is on the Board the schools have a rigorous curriculum and support systems in place so all students will be able to succeed.

Mr. Imoukhuede stated that it was nice to celebrate, but he added that the schools should not overdo it.  The District and the Board need to remember that one school in our District has failed.  He added that he felt the District could celebrate when all schools make Adequate Yearly Progress.

Mrs. Moten concurred that the District should celebrate lightly.  There are 200 – 300 students that can’t celebrate.

Mrs. Norwood added that the District has waited so long to have something to celebrate.

Mr. Brunson responded that the District should celebrate that it is on the right track.

Ms. Waite was recognized.  She noted that it is important that the District emphasize all the things which have been done throughout the years to improve the test scores.
